先选一个能够真正进入的落脚国
Choose an accessible anchor territory
根据故事发生地、主创联系、语言与潜在制片伙伴选择落脚国，而不是先比较最高资助额。先确认谁有资格申请、版权是否清楚、当前材料属于剧本开发还是项目开发，再筛选国家级支持。
Choose an anchor territory through story, talent, language and credible producing relationships rather than headline grant amounts. Check applicant eligibility, rights and whether the materials fit script or project development before selecting national support.
用实验室补齐项目与合作关系
Use labs to strengthen the project and partnerships
初稿可讨论、核心团队明确后，研究 MIDPOINT、TorinoFilmLab 或 EAVE 等适配渠道。把剧本反馈、制片能力和寻找合拍伙伴作为目标；培训名额、奖学金与现金奖项是不同资源，不应全部记作已可获得的融资。
Once a draft and core team are ready, examine suitable labs such as MIDPOINT, TorinoFilmLab or EAVE. Aim for script feedback, producing skills and co-production relationships. Places, scholarships and competitive awards are different resources, not guaranteed financing.

有真实的跨国分工、权利安排与预算后，再核对 MEDIA 共同开发或区域机制的当期要求。成熟公司可另行研究片单支持；市场开发奖则作为竞争机会，不作为预算已经落实的收入。
After establishing real cross-border responsibilities, rights and a budget, check current MEDIA or regional co-development requirements. Established companies can separately consider slate support; market awards remain competitive opportunities, not secured revenue.
倒排申请日历，保留下一条路径
Work backwards from deadlines and retain alternatives
将材料准备、合作协议、预算版本和申请窗口放进同一张表。逐项检查资金能否叠加、同一支出是否重复申报，以及未获支持时的改稿与下一轮安排。结论是“先资格、再材料、再伙伴与资金组合”，而不是广撒网。
Put materials, partner agreements, budget versions and call windows on one schedule. Check compatibility between funds and avoid claiming the same expenditure twice. Plan revision and a next round if unsuccessful: eligibility and readiness come before the number of applications.

阅读提示：单项目上限、机构年度预算、培训奖项与制作返还不是同一指标，不可直接相加。原表部分资格与金额口径仍需复核，例如 HAVC 的开发额度与融资比例。
Project caps, agency budgets, training awards and production rebates are not comparable or additive. Some original entries—including HAVC development amounts and financing conditions—require further verification.

找到资金之后，怎样安排申请顺序？
这份个人研究把六个国家的资金工具与欧洲层级机制、实验室放在同一张表里。表格最重要的功能，不是比较谁给的钱最多，而是辨认一个项目在当下能够进入哪一道门。项目阶段、申请主体、版权、伙伴和材料成熟度，决定了一项资源是否真正适用。
我的结论是：先选择与故事及团队有真实联系的落脚国，验证当地申请主体与国家开发支持；再用合适的实验室改善剧本、积累反馈并寻找伙伴；当共同开发关系具体成立后，才评估跨国资金。这个顺序可以重叠或调整，但每一步都应解决下一阶段的实际缺口。
原表同时记录了单项目金额、机构年度预算和竞争性奖项，它们不能直接横向相加。制作返还也不等于前期可支配的开发现金。因此，实际申请需要回到当期官方通知，重新确认资格、金额、窗口、合格支出及资金叠加限制，再编制有备选方案的时间表。
After mapping the funds, how should applications be sequenced?
This individual study maps six countries’ support alongside European mechanisms and development labs. Its purpose is not to rank headline amounts, but to identify which opportunities a project can actually access given its stage, applicant, rights, partners and materials.
My conclusion is to establish a credible anchor territory and assess national development support, then use suitable labs to improve the script and build partnerships. Cross-border funding becomes relevant when shared development responsibilities are real. Stages can overlap, but each should address a concrete gap.
The original grid includes project amounts, annual agency budgets and competitive awards; these are not directly comparable or additive. Production rebates are not early development cash. A real application needs a fresh check of official calls, eligibility, spending, deadlines and compatibility, with an alternative plan.
